Which Policy options are relevant to SA? <ul><li>National Action Plans for Youth employment </li></ul><ul><li>Strengthening legislation on Labour Inspection </li></ul><ul><li>Balancing economic and political imperatives </li></ul><ul><li>Ensure budget for capacity development in tripartite structure (NEDLAC) </li></ul><ul><li>Develop visible and coherent policy for sustainable SME sector. </li></ul><ul><li>Explore employment guarantee and work sharing schemes targeting vulnerable groups such as women, graduates and or out of school youth </li></ul><ul><li>Align education and training institutions to economic activity and market requirements, </li></ul><ul><li>Consolidate the current structure of government such as to ensure synergy and coherency in policy response ( e.g. planning commission, monitoring and evaluation and ministerial clusters). Including developing internal state capacity also line departments and for monitoring and evaluation. </li></ul>

Effectiveness of Current Response <ul><li>There is currently an absence of inbuilt mechanisms for evaluation of intervention strategy </li></ul><ul><li>There is a need to revisit the current proposals particularly to deal with : </li></ul><ul><ul><li>Structural unemployment </li></ul></ul><ul><ul><li>Poverty and household food security </li></ul></ul><ul><ul><li>Sustainable skills development </li></ul></ul><ul><li>Still need consensus on the definition of poverty line as part of the process to construct social security floor </li></ul><ul><li>Challenge of transforming the economy from commodity orientation. </li></ul>
